Honestly I think the govt should just ban the use of all vehicles and make everyone walk/cycle in the wake of sky-high oil prices and with no good solution in sight. It eliminates the need to subsidise oil and can save the govt billions in terms of building roads and maintaining them. There'll also be no need to build highways and get entangled in those controversies arising from toll hikes and side-road access. Doesn't that sound like a perfect solution?
One down side though: the govt might need to spend more on rice subsidies as people will eat more when they use more energy.
